POLICE DEPARTMENT ACCREDITATION

The Boca Raton Police Department received international accreditation by the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) three times under Andrew Scott’s leadership as Chief of Police.

The Boca Raton Police Department was also accredited at the state level by the Commission on Florida Law Enforcement Accreditation, Inc. (CFA) three times during Mr. Scott’s tenure.

Mr. Scott served as a CFA Commissioner from 2000 to 2005, including the role of Chairperson in 2005. He was a member of the original task force that developed the State of Florida’s accreditation standards in 1993. Mr. Scott was a committee member for CALEA in the development of performance measures for law enforcement agencies nationally.

Mr. Scott was CFA Chairperson when the Commission developed plans to merge Law Enforcement accreditation with Florida Corrections accreditation. The merger was successfully completed in 2006.

As Boca Raton Chief of Police, Mr. Scott improved the operating efficiency for one of Florida’s top 25 cities.
Law enforcement agencies around the country call on Mr. Scott for assistance with police accreditation and management projects, including:

Organizational Structuring

  • Geographic districts
  • Intelligence sharing and communications
  • Accountability techniques based on New York City’s COMPSTAT model

Leadership Development

  • Private sector leadership practices
  • Diversity placements
  • Career development initiatives
  • Staff training and advancement

By way of background, Mr. Scott was initially introduced to law enforcement accreditation in 1989 when he was assigned as the accreditation manager of North Miami Beach Police Department. He maintained oversight of the accreditation unit until his retirement in October 1998. Mr. Scott successfully shepherded the North Miami Beach Police Department through two re-accreditation on-sites and was instrumental in the department’s initial accreditation.

Training is an important element in the police department accreditation process. Mr. Scott has participated in over 100 actual and mock on-sites for both CFA and CALEA. He has taught classes for new assessors and for new team leaders. During his accreditation career, Mr. Scott he was a member of the Florida Police Accreditation Coalition (FLPAC). This organization assists law enforcement agencies and their personnel in the accreditation process.
