Bridgeton man charged in high-speed chase that ends in death of 81-year-old Vineland man
Andrew Scott, a former police chief of Boca Raton, Fla., and a consultant specializing in police procedures, said police too often start chasing criminals who aren’t a threat.
"Law enforcement has started to recognize that engaging in high-speed pursuits for nonviolent criminals is not worth the liability if lives are not endangered by the fact that it’s a non-violent felon," Scott said.

When the sacred cow — public safety — comes into view, they then have to cut all of the services to keep public safety," said Andrew Scott, a retired police chief in Boca Raton, Fla., and the president of AJS Consulting, which works with police departments and law firms.
In terms of public safety taking up such a large portion of Utica’s budget, that’s the norm, Scott said. And it leaves communities everywhere asking the same tough question in difficult economic times.
"What degree do we want to cut public safety?" he asked. Scott suggested some savings might come out of a review of police and fire shifts, enabling the city to use its resources as efficiently as possible. Read the full story.
